Interpretation on priority date

It's common understanding that when your case's priority date is earlier than the cutoff date of priority date or becomes current, then your case will be processed.

My question is as follow: For F2A category, 2014 May Visa Bulletin shows cutoff date as 08Sep2013. Then after retrogression, 2014 June Visa Bulletin shows cutoff date as 01May2012. Per May Visa Bulletin, any case's priority date is eariler than 08Sep2013 has been processed. But per June Visa Buttetin, any case's priority date is earlier than 01May2012 has been processed. Does this mean that there are many cases whose priority date is between 01May2012 and 08Sep2013 have not been processed and forgotten by NVC for whatever reason?

I just don't understand how to interpret the retrogression date on priority date.

No. It only means those with priority dates before that are ELIGIBLE to complete the final processing, whether that is adjustment of status or an interview at the consulate. But there may be thousands of older cases still pending.
 
Thank you. Do you mean there are still thousands of older cases with priority date earlier than 01May2012? If so, how could NVC publish bulletins before May2014 that the cutoff date was 08Sep2013?

Many of those cases are pending because the individuals have abandoned them after the I-130/I-140 stage, or are taking too long to submit the I-485 or immigrant visa application. The priority date movement uses guesstimates of how many cases out there are ready for further action by the applicants. Sometimes when they move the dates forward they get an unexpected flood of applications, so after that they move the dates backward to reduce the inflow.
