International Police Clearance in Sealed Envelope?

Like many here, my wife went twice to the biometrics appointment and the FBI couldn't read her prints so we got the request to obtain certified police clearances in sealed envelopes from the places she has lived for the last 5 years. The problem is that this includes our home country where they will never issue the document in English, so we need to get it translated, right? But if I get it translated, am I supposed to go back to the issuing department and ask them to put the translation and the original in an envelope and seal it? That doesn't seem to make sense. For those who have turned in the police clearances, have they been in sealed envelopes?

I applied for this in MN. they did not give me a sealed envelope. it was just a letter of good conduct.
 
Thanks thyramax. I ended up giving them the translated version inside the envelope. The envelope was just closed without an official stamp or seal. Just closed tight, which apparently here is considered "sealed". Good luck
