Interim EAD Issuance Policy

I am planning to go to BOSTON INS for Interim EAD.Need to know when I am completing 90 days.My received date is 17-Jun-04 and Notice Date is 28-Jun-04.
Question :- 90 days counted from Received date or Notice Date ?

From USCIS.GOV:-

Interim EAD: If USCIS does not approve or deny your EAD application within 90 days (within 30 days for an asylum applicant; note: asylum applicants are eligible to file for EADs only after waiting 150 days from the date they filed their properly completed original asylum applications), you may request an interim EAD document.

Somebody said here VSC is veryyyyyyyyyyyyyyyyyyyyyyyyyyyyyy fastttttttttttttttttt . They are the most number one lazy buds.
currently they are are processing aug 15 04 and you are still waiting for approval. by this means we will know how much slow they are !!!!!!
