Interim EAD in Atlanta - 90 days after RFE reply date or application ND?

Does anybody has experience with gettting interim EAD at the Atlanta office while a RFE was pending on the EAD application.

Every office seems to be following its own rules like:
1. Interim EAD only if EAD ND > 90 days and RFE response sent
2. Interim EAD only if EAD ND > 90 days and RFE response sent > 90 days
3. Interim EAD only if EAD ND > 90 days and RFE issued > 90 days

Please share your experience with Atlanta office.
