interim EAD at San Jose

Hi
I am planning to apply for interim EAD at San Jose this week
Am not sure if San Jose is still issuing interim EAD
the INS report does not mention which district office has stopped issuing interim EADs
any recent experiences will be useful
does one need to go and stand in the line at dawn?
