interim ead and 180 days for I485

INS web site says
: If INS does not approve or deny your EAD application within 90 days (within 30 days for an asylum applicant), you may request an interim EAD document.
Is that from RD or ND? is there any regulation about it?If there is , then why not we use it for 180 days for I485?

I did this at San Jose and we needed:
I-485 recipt copy
EAD Application Recipt Copy
Passport (no need for copies)
A new I-765 application.

Dont need to take pictures as they take it there.

Is new I-765 application mandatory ? Did they ask for it
or you just took it as a precautionary measure ?
