Interesting status change

Okay, between this *freeze* @ INS, I saw an interesting status change on a 485 application.

It says,

On December 06, 2002, the document we made based on the approval or registration of this case was mailed directly to the person to whom issued.


What does that mean? Is that an Approval?

After reading negative news coming up from different sources, I wish this person will receive an approval letter from INS.
