Diversity Lottery

The USCIS is recommending that anyone who won the diversity lottery this year
should file his or her I-485 application no later than July 15, 2004. Otherwise,

Does this explain why in our scans some 485s get FP notice fast and also seem to get approved faster. Any comments??

NO,

Diversity (Lottery) need to file within the fiscal year, otherwise they lose it! They went to the Courts also for this. EB based are carried over the fiscal year, actually several fiscal years!

What dazzling means is that, this explains why during I485 scan, some cases surprisingly appear to have been approved faster. There is no distinction in the scan of I485 cases.

In my scan of 485 cases with my notice Date (i.e. March 22, 2004), I have been seeing that many cases have been receiving FP notices .. (here is the link to find this data http://boards.immigrationportal.com/showthread.php?t=130051) and I was always perplexed as to how this was happening. But this note from Murthy explains a lot why some of these cases were getting FP notices .. I had a discussion in this with nemessis in another message where some cases do get FP notices. I think about 50,000 visas are allotted in this diversity category every year and assuming that most people will have atleast 1-2 dependents, number of 485s filed for this should be above 100K every year .. which is about 20% (???) of 485s filed every year.

But what I heard was over 60% of lottery beneficiaries are filed at consular post not at service centers.

Even than it means that 20K applicants file 485 in USA. So about 40K applications. We have seen in our scans that about 12%-15% applicants of 485 at VSC get their FP notices very quickly (within 3 months of their 485 filing in VSC). I have several friends who have notice date between September of last year and May of this year. Some of them even have their 140s approved. But none of them have received their FP notices yet from VSC. I mean if this was an aberration then even with say 15 people who I know have their cases pending atleast one should have received their FP notice. But not a single one of them have received their FP notice. So the only credible thing is that USCIS adjudicates diversity lottery applicants in 3-6 months so most likely the population of people who get their FPs quickly belong to this category. Any comments from the wise men of this board .. nemessis .. jharkhandi ... ???

Not necessarily lottery people. I do not how it is happening recently but until April 2003 all case were getting FP pretty quickly. I got FP just within month. Almost every one in my company (around 40 people) got their FP within a month or two.

If you check any of the threads of 2002 tracking you can see that all the people use to get FP very soon except very few cases.

In May 2003 I guess they started delay the FP notices to avoid second FP. They decided to send it just before the approval. I remember reading this some where on service center updates.

What you are saying is true. Going by USCIS FCFS policy, I am just trying to understand why some people (about 15%-17% on my scan date) are getting FPs but others not. Maybe if someone gets adjudicated in the next few months, my suspicion can be confirmed. ;)
