If this is true, this is absolutely a huge part of this backlog. As I have stated before, this is more than anything a process problem. This more or less confirms it.
By simply using logic, you can see that without a process change, things will not get better, but worse. What could happen to someone's security record in 35 days? Why not just perform a check at receipt time and adjudication time?
