Interesting 485 stats at VSC - FP notices for March 2004 cases

I was doing the routine scanning for 485 cases for VSC with a notice date of March 22, 2004 (my notice date). I have scanned only first 200 numbers right now. I noticed that for 2 cases, VSC has already sent FP notices and the FP result has also been received by VSC. These case numbers are:

EAC0412450153 Resumed 5/26/2004 Resumed/FP recvd
EAC0412450188 Resumed 5/27/2004 Resumed/FP recvd

This looks a little weird to me. I think VSC sends FP notice to all 485 petitions in about 7-8 months. I have friends whose cases were filed in September, 2003 to November, 2003 time frame (and several of them), but none of them have received any FP notices while 140 has been approved for several of them.

Are there some 485 categories for which notices are sent early and these are adjudicated early? Or is this just another one of so many aberrations from VSC. I dont think VSC does non-employment based adjustment of status as these are done out of NSC for VSC jurisdiction.

Also there is one case in this list which has been transferrecd after a week of notice to local office in Baltimore, MD.
