INS takes a break

You didn't see any flood of November approvals last weekend. INS is taking its break to transtion to DHS. Although the staff should work as usual, they prefer to take every execuse for them to relax and do nothing.

What is could be this time:

1. They need to get papers with letterhead from DHS and not INS
2. They sit in seminars telling them how to conduct business-whom to report to, etc.

Just like in a company that is taken over, there will be delays.
