Two Orange County, California, residents have been indicted on charges of intentionally shredding thousands of Immigration and Naturalization Service documents at an I-N-S office.

The indictment says the file room manager at an I-N-S center in Laguna Niguel, California, ordered employees to shred the papers.

The office had discovered a 90,000 document backlog in the office.

Prosecutors believe the papers were shredded at night to avoid detection.

A month after the shredding began, the backlog dropped to zero.

A variety of documents were shredded, including domestic and foreign passports, birth and marriage certificates and I-N-S applications.
