INS Receipt Lost, what can I do ?

I have applied for OPT last month (22 Feb 2003) at TSC. And my check got cleared on 5th March. But till now I didn't get my "notice of action" (receipt from INS). I called INS few days back and they gave me the receipt number (SRC number). And they said that they can not issue new receipt. What can I do ?
Another question is there a way I can get my interim OPT card without the receipt (but i do have receipt number)?

Any suggestion ??
