INS or BCIS; whom should the check be payable to

Can somebody tell me whom should the check (for I-140 fee) be made payable to? BCIS or INS?
I was little confused because still the instructions with form I-140 says that the check should be made payable to INS.

BCIS

There was no such thing as BCIS when the I-140 form was created.

You actually can still use either one bt I use BCIS.
