INS memo

A BIT OF GOOD NEWS FOR RFEs and TRANSFERS??

Guys, if this is TRUE it will help the process for maybe/hopefully less denials, transfers and RFEs.

Maybe is the Arnold phenomenon. According to various reports, he violated his business visa (B1) by working and getting paid and also violated his citizenship by keeping Austrian citinzenship..

Don't take me wrong (I like Arnold) but a lot of people would never pass this "ZERO TOLERANCE " BS.
 
Zero Tolerance policy is the reason for such huge backlog. I understand that withdrawing this memo will not change the processsing speed drastically but obviously denials and RFEs will decrease.

Well.. Call me a skeptic or a cynic, but.. Even though the repeal of the memo is a good thing and, as it's been noticed, will lead to fewer transfers and RFE's, I can't see a clear link between it and the processing slowdown.. The memo was issued in April (or late March) 2002, and was a direct consequence of approving two student visas for then already dead Sept. 11 hijackers. Yet, even in the early summer 2002 things were moving at the processing centers... Everything came to a screeching halt later that year.

And, BTW, it's virtually impossible to "violate" one's US citizneship.. Austria and USA permit two citizenships
 
It's POSITIVE news. The "zero tolerance policy" is completely nonsense. It escalated the NEGATIVE attitude among adjudicators. They were scared to death to approve another potential terrorist. However, terrorists were "CLEAN" when they applied for visas. If one of the GC holders becomes a terrorist, they cannot blame the adjudicator. Did anyone blame Timothy McVegih's mother for giving birth to the future OKLAHOMA BOMBER?

Good News if true.

While this is not the sole reason for backlog, this was one of the main reason, as it resulted in more RFE's, denails, intense security checks etc. This had a Domino effect. Still might take some time for adjudcators to change.
 
Guys like me are already screwed because of this memo I think. I had a big RFE on my I-140 and it eventually got denied. An appeal & MTR is pending. Hope it gets approved.

I don't still believe it. It will be a political suicide to whoever gets this zero tolerance off the processing. They will be blamed for any future problems that may occur.
