Here is the text from the shusterman pane...

Call is a "freeze", a "halt" or simply a "delay", lots of people applying for AOS, Naturalization and aslum have noticed
something is slowing down or stopping their valid applications from being approved.
That "something" appears to be nothing more than the
FBI name/data or birth check on the G-325A biographical
form.
According to a long standing INS policy, if the FBI does not respond within a certain number of days, an application CAN BE
granted.
Now, becoz of a November 13th INS memo, an approval CANNOT BE issued until the FBI responds.
