when is one eligible to send a FAX inquiry?

is it that a fax inquiry can be sent 30 days after the date the Service Center is processing i.e. one is eligible to send fax once CSC states its processing the applications with ND 30 days past his ND?

Example:

ND is 10th Dec'01
JIT processing dates - 16th Dec'01
Fax can be sent ONLY once JIT processing date is 10th Jan'02
OR
Fax can be sent on and after 10th Jan'02?

You eligible to fax anytime, but in case you fax too early BCIS will fax back "Case within processing times" answer

My opinion
30 days after published JIT report with longer date then your RD

For example
Your RD 10th Dec'01
On 01 Jan 04 BCIS published JIT report for 20th Dec 03 which
states current processing time for I485 is 10th Dec'01

You can send fax on 20th Jan 04
