Informing INS after layoff ?

I had got my GC approved in August and got laid off few days back. Question I had was -
Do I need to inform INS about lay off ( and subsequently after getting new job ?) ?

Also I read one can not claim unemployment benefits from state until one has 40 points in credits. Is it 100% true ?
