Informing GC holder's Change of address to USCIS

Hello all,

Would you please enlighten me on new rules in regards to GC holders? I thought GC holders, too, need to send change of address info to USCIS whenever they move one city to another. Hoever, when i went to USCIS website, they are talking about about some special registration program.

As I am a bit confused on this special program,, would you please help me understand how this thing works now?
