information requested regarding social security

My brother-in-law is coming for a project on L1 very soon. My sister will accompany him. My borther-in-laws client site is in a diffrent state than where I live. Since this is the first time my borther-in-law is coming to USA for a job my sister will stay with me till my brother-in-law settles down in the job and the place.

Both are coming for the first time and do not have SSN. My brother-in-law and sister will apply for SSN after they arrive. My brother-in-laws client site is in a different state than where I live. My question is when they apply for SSN do my brother-in-law and sister have to be in the same state( or location doesnt matter?)? Does one have to physically go to
social security office to apply for SSN? I applied for SSN long time back and the rules may have changed by now.

I think procedure for SSN is not changed but these days it takes longer to get SSN as SSA office will verify with BCIS(INS) for L1. But for L2, I don't think SSN would be obtained. Your SIster can apply for ITIN for Tax purpose.
