Information about H1B Quatas

Hi,

Can anyone please give me a link to the H1B Quatas. I heard that Quata is already full for 2006 and for 2007 it will start on Oct 2006. Does that mean I cannot even apply and get a reciept before Oct 2006??

The cap has already been reached for '06. HOwever if you have an advanced degree from a US college/university, you can apply in that category as about 4000 visas are still pending in that category.
