My congresswoman confirmed that my name check is completed last month. when I called NSC yesterday POJ method IO also confirmed backgroud check is cleared, refreshed my FP from last year and it is valid till 12/08 and my file have been moved to adjudicated area.

When I talk to local IO today (had a Infopass appointment), he said my FBI check is pending, actually he took a printout and showed it to me. No clue what is going on...

What you can do is Send that printout to congresswoman's office that you got it from local IO. I think that may help you out.
 
Meet the congresswoman, get a copy of the letter from her that says NC is clear. Take that letter and show it to the Infopass IO. IO has to initiate an enquiry/talk to NSC supervisor etc. to give some jolt to your file.

If congresswoman does not have a letter she got from USCIS/FBI, ask her to provide one for you.
