if a GC holder marries and girl who is out of US, he needs to file i-130.

my question is , where i-130 need to be filed ? will it be at the consulate at home country ? and how much time it takes to get this i-130 application approved ?

I think I 130 should me filed to the USCIS address in USA. Because the Petitioner is a GC holder, Not a USC, It should take 4-6mts for I 130 to get approved
