Info needed ASAP - visitor visa from Dubai

I am planning to bring my mom(65 yrs old) here for 6 months on visit visa. She has been here earlier for 6 months, the problem now is, she has been out of India(in Eqypt, Dubai) for more than a year now(visiting), what are the risk factors involved if she goes for her visit visa in United States Embassy in Dubai. Any information is appreciated.

Is it better to go to India for a visa or is Duabi ok.

She will have more chances of getting a visa from India rather than from Dubai. She can prove her intention of not migrating to US and also she can prove her ties to the home country, which will be very difficult in Dubai as she is not a resident.
 
Dubai or India

If any of your siblings is a Permanent resident of Dubai , she can produce proof of it and say she is visiting her son /daughter and bring financial statenets etc and attempt to get a visa in Dubai.If none of her own chilren or husband is a resident, then dont even attempt. I got my H4 stamped in Dubai because my dad is a PR here.
