Indian tourist visa application - photo

I'm in process of applying for Indian tourist visa (have US passport). The visa application online asks for a photo upload. It doesn't say what happens if you don't upload a photo. Can I still submit a printed photo along with a printed copy of the application or do I have to upload a soft copy before printing the application?

Checking again...one BLS rep I spoke with said I need to upload an image or it won't be accepted. 2nd one said if I upload a photo, the application will be rejected.
