Indian PCC Rejected

Hi! I appreciate being part of this forum. I am an Indian citizen living abroad, my hubby is a US citizen and we have been trying to process our immigration. Police clearance certificates are not issued to Indians living outside of India and as such the embassy here in Taiwan issued us a letter saying we have nothing adverse that prevents us ( my son and I) from applying for a US visa, they said it was standard procedure. They did take about 3 months to do a thorough investigation, this covid period created an added delay and my family in India said they were called to the police station to verify they knew me. While all other PCCs issued by China and Taiwan were accepted, the Indian embassy letter was rejected. What do I do? I wrote back to the embassy ( its not officially an embassy as Taiwan is not allowed to have one, its called ITA) and they confirmed it's the only kind that they issue. It's already been 15 months, I have 6 weeks of house lease left and have been living on savings and a meagre part time job as I cannot even work anywhere in the field I am in here. Please advice. Thanks!
