My mother is a green card holder& her passport is expiring. To apply for a new one,in the application form they request a notarized greencard copy. when I took the copy to a notary, she said that she can not/ will not notarize it& I have to go a INS officer for further course of action. Did anyone has similar experience&what did you do? your output is highly appreciated .
 
Go to your local Court House. There they have the authority to Notarize any document which relates to "Vital Statstics" e.g Birth , Passport, GC etc erc
