The only logical explaination I can think of is that 245i case are not as much as DOS predicted. There is still a "balloon" there but so far they haven't realized on the visa number demand. Indian has taken A LOT of H1Bs during the boom years, many of them are still stuck there. So DOS has been very cautious in moving the date.
However, Mexico moved before Indian could imply that either there aren't that many 245i, or many of them fell into other category other than EB3.
