indian citizen in US on b-2 visa travel

my mom (indian citizen) is in US for tourist visa and she wants to travel to UK to visit my brother and she does have a valid visa. can she visit UK now? i think she can .
plz confirm. she is willing to self-quarantine amd would like to stay in UK for 3-4 months
 
This is a question about UK entry restrictions; maybe you should ask a UK immigration forum. This forum is mainly about US immigration.

Having a valid visa, she can go to UK. Flights are open but yes, self isolation after reaching there is important. She will have to provide her journey and contact details prior to the trip so that there is no delay later.
