Had a lengthy and rather informative discussion with a pleasant IIO at VSC today - this after reading everything people have been saying on various bulletin boards. I called mainly coz. I haven\'t recd. my FP notice as yet. My RD and ND are in January\'00. I am an EB1/EA case from India. My case is at VSC. Here\'s what I discovered:
1. For India, and most probably China, FP notices are being sent out at time of adjudication - i.e., they are being sent out just prior to AOS. They are doing this mainly because of the \'time-out\' issue that people have been facing with FPs becoming outdated after 15 months. So, by sending out notices just prior to adjudication, and the FBI actually approving them within a matter of days, they are avoiding any time-out issues here.
2. They are indeed working on August\'99 cases at this point for India. However, from prior experience of every single stage I\'ve gone through, the \'official\' date they disclose is something that they feel comfortable giving out - reality is that it\'s more like into end-August or September\'99 by now. However, they tend to \'pad\' it.
3. She also confirmed that for India things have started to back up quite a bit mainly because a ton of applications were recd. in August and September\'99 when the flood gates were opened. So, my estimate is that it will take about 3-4 months to get past September applications, after which things will speed up for October and November\'99 applications.
