In which cases do they ask to see an immigration judge

I have a question that can they ask you to see an immigration judge even if at the time of your citizenship test you present your passport which:

1) Supports all the 'absences from Canada' mentioned in your citizenship application, and verifies that there were no other absences.

2) Verifies that you stayed in Canada for 1095 days in the last 4 years after become a permanent resident.
