So there would be a little system behind the chaos of their approvals. If they could just sort those cases by the date (RD or ND), people will know how to estimate their approvals. Nowadays, the only system is, if your case happens to be on top of the heap, you are lucky. If your case arrived first on their container, chances are your case will take the longer time to be approved. If your case really got buried and the officers cannot reach it, you are in big trouble.
