In-laws visitor visa rejected

My in-laws visitor visa got rejects. I am on H1b visa and my wife is on H4 visa.

1) First they had applied for B1 (Business visa) before 10 months. They had invitation letter from a firm in USA. Still it was denied.
2) Second they applied for visitor visa. I had sent them all the sponsorship letters. In-laws has two other sons and he is self employed and had sufficient documents to prove family ties in INDIA. My FIL had all the property docs, tax documents and bank documents. After looking at them they gave the reason that my FIL had insufficient income and denied the visa although they had the affidavit of support.

Can they apply again for visitor visa? How long do they have to wait? Will a letter from senator or congressman help in this case? What else can we do to better next time during interview?
