In-laws, adoption and GC

Hi all,
I have a question for you immigration gurus. My sis-in-law (husband's sis) is sponsoring my parents-in-law for a gc and has already filed for them. Now, my husband has another sister in India who has a 14 year old kid. My in-laws are thinking of adopting him so that he too can come here on their gc. Is this possible? Basically, the nephew will now become my sis-in-law's unwed, underage, brother. Will he be able to come here ?
Also, since the papers for my in-laws have already been filed and they are in India, can they come here to visit us meanwhile? they have a 10-yr multiple entry visa. Will they be prevented from entering the States until some resolution has taken place wrt their gc petition?

Nami, It all depends whether your sis-in-law is US citizen or GC holder. Assuming she is a US citizen,
a) Brother (adopted or not) is still not considered immediate relative.
b) If Parents are still in India, then has she filled I-130 or it has been approved... If I-130 has been approved and she has filled I-485,then they need to be in India till the interview...
