in form DS-0230 , does education level ( college no degree ) applies for current universty students

what shall a current university student mark in question of highest education completed

1-college no degree
2-high school diploma ( based on fact that is the highest completed )
3-write others then say , high diploma + 2 years of university

other thing , is it acceptable to print and fill forms in blue pen
