In AC21, what does the "adjudication" exactly mean ?

Hello All,

In AC21, does the "adjudication" mean a case has been approved or rejected ? Would getting an RFE mean that the case has been adjudicated ? Or how about an unlikely scenario when an applicant receives an RFE before the 180 days ?
