here's the situation. My brother's fiancee does not want to continue their relationship anymore. Their case is still pending at the Kentukky Visa center level (temporary denial was issued at the embassy and case was sent back). My questions are:

1. Who better to cancel the application: my brother or his fiancee.

2. How to cancel it correctly (where to send...)

I though that it is better for my brother to cancel it so the embassy will not have an opinion that he is desperate to come to US.

Any thoughts?

Your brother should make a written request to the Embassy asking to withdraw the petition.

Why did the Embassy issue a temporary denial? on what grounds?

They did not specify the reason, but mentioned that case have been sent back for processing. It could be as simple as name check thing. I guess, it really does not matter anymore.
