Important ..Please help

I got my passport stamped in Feb 2001.
I still did not get my Card January of 2002..so I went to the local office and she stamped my passport for another year.
 
I have a family emmergency now and need to go to india.....
Is it ok to travel s....since I do not have a plastic card

Please help
