Important !!! Got US, Canada Visa but US Visa rejected

My Inlaws (FIL, MIL & SIL) applied for UK and Canada visitor Visa and got multiple entry 5 yr visa. MIL and FIL already had 10 yr multiple entry visitor visa for US. SIL had gone yesterday to the US consulate for visitor visa but they refused under section 214 (b) and said her that she should come after completing her studies (she is in final yr of B.tech in Univ). She did not carry any sponsorship with her.

We are planning to try again for the same. And here is the question. I am on H1b and her uncle is a citizen here. Whom do you think would be a better bet for her to send the sponsorship and does it make sense to try again with complete set of papers (sponsorship etc...) or any other views/experience regarding the same would be appreciated.

She fits the profile of a potential immigrant. She needs to provide evidence that she will indeed return to her home country after the visit. It is not an issue of sponsorship.
 
What evidence should be provided

We had a letter from the Univ stating her eudcation status and then 15 day approved leave...after her summer vaccation. We also attached an affidevit of support from his father (who is a class-1 officer in judicary) . Also was attached a letter of intend from a company where she is gonna join her training (a part of final year requirement) in Aug.

Could you please suggest some other things we could attach to make her case strong. We provided the same file in UK and Canadian consulate and there was no problem.

Also do you think it makes sense to try again. And is there some sort of limit that if she tries for the second time...and if refused she wont be eligible for same category visa for 2 yrs.

And should the sponsorship be provided or should be just avoid that.

The consulate considers many factors in deciding whether to issue a visa or not. If someone meets several criteria from a "negative" list, he/she is usually denied a visa. In your SIL's case, she does not have a job, is young and unmarried (this is my guess).

An affidavit of support from her father means nothing, it does not indicate strong ties to her home country.
Unfortunately she will have to overcome at least one of the so called "negative" criteria that she falls under. I am not sure how she can do that right away.

Bottomline, she will most likely not be issued a visa even if she tries again unless

Every country has different visa requirements, getting visas to other countries like Canada/UK also does not mean anything for a US visa.
