Impact on F1-F1 transfers?

My friend completes his course of studies in May 2002 and plans to pursue further studies for 2 years at another university. Earlier, I believe you just needed a new I20 to be in status & a stamp if you left the country.

With the new rule effective immediately, what are the changes to this process?
