If all I-140's were to go the CP way the INS (or whatever name it currently goes by) would lose a lot of its workload and some of its importance. Every bureaucratic agencies goal is to propagate itself. It reminds me very much of the sarkari attitude back home in India. The "my baap" attitude. The INS is no different, that is why NSC just wants to hold back processing on the non-concurrent I-140's, even though quick disposal would benefit all.
has anyone seen a slow down in non concurrent I-140/CP option after the Ohata memo?? trying to figure out if the new procedures (Which supposedly is going to reduce 485 times to 6 months eventually) will affect approval of I-140 in any way?
