impact of false criminal case in India

If someone is falsely implicated in a dowry case and an FIR (police case) has been filed in India, will it affect when s/he applies for US citizenship? The FIR is still in investigation stages and no charges have been filed. Should the answer to Q.16 in the application form be "Yes" or "No"? The applicant came to know of this FIR only through his family members and no official communication regarding the case has been sent to the applicant so far.

Official communication is all that matters. Why relatives, even if you read something in the newspaper about your case, you don't need to mention it unless it is officially communicated to you.
