The I-485 application was mailed on 07/02/07 and reached USCIS on 07/03/07 by FedEx. We stay in Connecticut (CT) and have provided the same residence address on all the forms. The company representative filed my application to NSC as the I-140 approval was from NSC. Now my job (Same employer) requires me to relocate to California (CA) by 08/01/07. We have the following quesitons:
1. As per the Direct Filing instructions published by USCIS on 06/21/07 and the FAQ published on 07/23/07, the application should have been ideally filed at TSC instead of NSC based on our residence address.

Will the NSC now redirect the application to TSC? If yes, when will they initiate such transfer? Will NSC send receipt notice irrespective of the redirect?
2. Since the application was sent on July 2, it may take considerable time to get the receipt notice date from USCIS. In case we move immediately, is there a way to submit the Change of Address without a receipt notice and can USCIS update the same? We called up USCIS and got 2 different answers: yes & no. Hence please share the experiences.
3. Once we relocate, the service center then should be retained as NSC. So is it then advisable to move in any case? If yes, when? If not, what would be the impact?
4. What is the best timeline to perform a Change of Address that will have the least impact on GC processing:
a) immediate even before the receipt notice?
b) after we get the receipt notice?
c) after we finish our FP?
b) after EAD comes through?
Please advice and appreciate early response as we need to make a decision soon.
Thanks.
