Impact of 10yr Visa on Expired passport. New Passport issued.

My parents have 10 yr visitor visa issued in 2000. The passport on which it was stamped has expired and a new passport has been issued. The new passsport does not have the visa stamp.

The old expired passport is stapled to the new passport.
Will the authority at POE accept the visa on the expired passport? The travel agent says it will be accepted. Does anyone have any experience with similar situation, or can point to information on the web?

Just to clarify. I used to have a H1-B Visa in my old passport which expired so I had to renew it with the Indian Consulate in Houston, TX. I had traveled subesquently with the New Passport and the Old Passport with the H1-B Visa. They will stamp the new Passport with I-94 etc.
You just need to make sure that your Parents carry both the Old and the New Passports at all times.
