Giant immigration bill seeks to double H1-B visas


THE US Congress is likely to take up a giant immigration bill this month, which recommends nearly doubling the number of H-1B skilled-worker temporary visas to 115,000.

Passive punching bags

Immigrants have decided they will no longer be passive punching bags

It looks like someone went and kicked the sleeping giant.

Last Friday, Chicago's downtown was paralyzed by an immigrant march estimated at more than 100,000 people. They carried hand-lettered signs saying "My Mexican immigrant son died in Iraq," "I'm a dishwasher--not a criminal" and "Don't deport my parents."

---> Good job Immigrants from down south .... guys from from far east are catching up soon ... they are doing webpages now and some junk faxes and emails to lawmakers ... ... ... and ahhh easterly winds needs to collect some greens too ....

Group B : Too much legal migration has encouraged illegal entries by extended family members.

Group C: Start reducing the mentality of a right to immigrate, cut back the number of green cards now available.

All new "gold card" program for illegal immigrants

The Specter’s bill would create a "gold card" program for illegal immigrants who entered the United States before Jan. 4, 2004. It also would create a guest-worker program to bring in more foreign laborers

Applicants for the gold card would undergo a background check by the Homeland Security Department, then be eligible for two-year work visas that could be renewed indefinitely.


--> They promised us a Green Card ....... and now a Gold Card ... Wonder why it all has to start with big G.... may be they can give it a common name Garam Card ... ... with no STRINGS

Bush has been trying to push for a guest worker programme, which would allow the millions of migrants, who toil illegally under the radar, to emerge into the daylight, claim some rights, get paid a little more, live free from fear and pay taxes. A no-brainer!

Remember, 80% of California's agriculture relies on migrant labour, most of it walked illegally across the border. Without them America's tomatoes, oranges and grapes would never get picked. Sixty percent of the US service industry is staffed by Mexicans. The United States cannot do without millions of illegal Mexican workers who toss burgers, change hotel sheets and tend suburban lawns. All jobs that ordinary Americans won't touch!

Uncle Sam's bed would remain unmade if the administration moved to expel illegal aliens, as more and more members of the Republican Party are demanding. But opinion polls indicate that the "Kick 'em all out" rhetoric from Republicans and Democrats is working.

Last month the House passed a bill which would see 12-foot high (3.6-metre)walls built in the desert, thousands of extra border patrol agents deployed and the National Guard sent in to the border areas, without introducing a guest worker visa programme.


--> Someone told a Mexican Migrant about proposed the 12-foot high ... and he replied --- "What, they think we don't know how to climb walls?"
 
I dont think US can even build the wall without Illegal labor. Here in Texas at least 95% of construction workers are Hispanic and the actual work is mostly done by Illegal laborers.

Senate Majority Leader Bill Frist, a likely Republican presidential contender, pushed his Senate rivals Wednesday toward a showdown over immigration, possibly the most divisive issue facing the Republican Party.

Frist's move threatens the effort to craft a comprehensive immigration bill -- and it could mean President Bush's desire to create a guest worker program will fail again in Congress.

After two weeks of work that achieved a rough consensus on improving border enforcement, the Senate Judiciary Committee is expected today to wade into the most controversial thickets of its huge immigration legislation.

Sen. Arlen Specter, R-Pa., the committee chairman, pleaded for more time, but Frist gave no indication Wednesday that he would relent. Because the Senate is in recess next week, the committee has just two days to hammer out the most complex and highly charged parts of its gigantic bill.

U-S Border Patrol agents have found a recently dug tunnel crossing the border from Mexico to downtown Nogales, Arizona.
Several illigal immigrants coming through it.

The tunnel was discovered Thursday after agents patrolling Nogales overheard voices coming from a nearby ground-level steel grate.

Business Group Seeks Senate Immigration Win After House Defeat

Business groups such as the chamber, which represents 3 million U.S. companies, lost the first round of the congressional immigration debate because House Republicans took their cues from constituents who wanted tougher security measures and not from industry allies in favor of immigrant worker programs.

Now those Business groups are pushing hard to win round two in the Senate, where lawmakers today resume debate on legislation that would allow millions of undocumented workers already in the U.S. to apply for legal status and create a temporary worker program for immigrants who want to enter the U.S. to work.

There is little consensus on how to set up a guest-worker program that does not provide amnesty to illegal immigrants. So it appears unlikely that the Senate Judiciary Committee, whose chair is Sen. Arlen Specter, will meet its deadline of agreeing on a bill this week.

Senate Judiciary Committee Chairman Arlen Specter, said Senate Majority Leader Bill Frist would make a "colossal mistake'' by introducing his own measure to the full chamber.

Frist, a Tennessee Republican, set a deadline of March 27 to begin considering immigration legislation in the Senate. The Judiciary Committee, meeting for the last time before a weeklong recess, has not finished debate on a proposal by Specter.

Frist may introduce border security legislation as early as today.

It was pretty cheap in 1999. Not sure about the latest. Crime rate is very high, you'll need to be on your toes all the time.

45 day letter is a letter BECs send before starting the processing of a labor application. If the applicant's attorney doesn't respond within 45 days, the application is abandoned closed.

A U.S. Senate panel on Thursday neared agreement on a proposal that would give some of the 12 million illegal aliens living in the country an opportunity to earn citizenship.


Although no vote will be held until after a weeklong congressional recess, the Senate Judiciary Committee on Thursday appeared ready to back a proposal by panel member Sen. Edward Kennedy, a Massachusetts Democrat, who has worked on the issue with his Republican colleague John McCain of Arizona.

Kennedy told the committee the proposal was not an amnesty. People seeking legal status would have to pay a $2,000 fine, apply for a six-year temporary status, have a job, pay taxes, learn English and show an understanding of U.S. government.

* Employment-based green cards are increased from 140,000 to 290,000 per year and unused numbers roll over from year to year beginning with fiscal year 2001.

* The per country limit is increased from no more than 7% for any country to no more than 10% and from 2% to 5% for dependent areas.

* Employment preference numbers are reallocated as follows:

- EB-1 numbers are decreased from 28.6% to 20% of worldwide EB numbers

- EB-2 numbers are decreased from 28.6% to 20% of worldwide EB numbers

- EB-3 numbers are increased from 28.6% and 35% of worldwide EB numbers (this category now only includes skilled and professional workers)

- EB-4 (which now includes only immigrant investors (who were formerly in the EB-5 category)) is reduced from 7.1% to 5%.

- EB-5 (which now includes “other workers” formerly in the EB-3 category) is limited to 30% of worldwide numbers plus visas not used in the first four preference categories.
