April fool's day
Remember today is April Fool's day !! I am convinced that only USCIS can make it happen. Congress and President can make any number of laws regarding immigration, but unless USCIS is willing to implement them in law and spritis, I do not expect any miracles.

They were serious then and might have been trying hard on it for the past 4 years and would continue to try another 4 years or 8 years and would emphasize it every 4 years. It has nothing to do with the April Fool days and it happens 365 days a year.
