immigration and visitor visa

I am a US citizen and want to file for immigration visa for my brother(~26 years old) and his wife. If I file for them, can he apply for visitor visa? Does that affect/impact the green card filing?

The effect could be that the officers can look at it as a "dual intent", because in the Consulate when they apply for a visitor visa there is a part of the form (is my knowledge) if they have relatives living in the USA and if they ever indicated the intent to live in the US, which is your petition.

ok. i dont get it. You said you were a green card holder in a different post and now you say you are a US citizen?
 
Actually there are three posts, you are a USC or GC holder and you are petition for your son or brother or both? :confused:

Ok, sorry for the confusion, me and my mom are using the same userid to post the question/thread. I could just ask my mom to register and get a new account, but we both decided to use the same account.

I am a US citizen who wants to file for my brother who is married and my mom is a GC holder who wants to file for my other brother who is not married. And we just have these two threads/posts and would like to get some information or help on the questions.
