How Long Does it Take to Get Your Green Card in the Mail?

I saw this answer

"Immigrants who are approved for a green card before traveling to the United States should receive their green card in the mail within 30 – 90 days of entering the country. "

My situation
My Son has been approved for a LPR does that mean he is approved for a green card before travelling to the United States?
 
The way they're phrasing it doesn't really make sense to me. The process for getting permanent residency from abroad is Consular Processing. The final step of Consular Processing is that you receive an immigrant visa from the US consulate. At that point you are not an LPR, you are just a person with a visa. You cannot be an LPR before traveling to the US. You become an LPR when you enter the US with the immigrant visa. If you have paid the $220 USCIS immigrant fee, you should received the physical card shortly afterwards. Even before you get the physical card, you are still an LPR, and the immigrant visa turns into a temporary green card valid for one year from your date of entry.
 
normally how long does it take for the physical card to arrive?
I ask this because if I were to apply for his passport before it arrives and I send in his foreign passport He will be left with no form of identification
but i can send in the green card with his application so that he has his foreign passport with him as an ID
 
Generally 12 year old kids don't need identification? what would you think it is needed for? The only time my minor needs identification is her passport when she travels abroad. Many minors who don’t have travel and don’t have passports don’t have any form of ID until they get their driver licenses.

anyway it seems plastic green cards are currently taking 30-60 days to arrive, this can vary over time.
 
If you send in the foreign passport with the immigrant visa which turned into I-551 to apply for a US passport, you might even be able to avoid paying the $220 immigrant fee to get the plastic card.

One more confusion. I had petitioned my child with one address but had moved since then and updated the DS 260 accordingly. But the interview letter was sent to us with the old address. I would like the green card sent to the latest address. I understand that can be updated at the time of entry or even later online. Would this discrepancy cause any confusion at the entry point
