I have a question on this sniper case. Two suspectes are now
charged in different jurisdiction. Due to the speedy trial cause in
Bill of Rights, two defendents are entitled to a speedy trial. For
example, the fedelal laws says the prosecutor has to file charges
within 30 days of the arrest and the trial has to start between 30
and 70 days from the charge and other jurisdictions may have
similar speedy trial statutes. So can defendants's lawyer ask for
a speedy trial in all jurisdiction but since at most only one
jurisdiction can reall do that, so charges in all other jurisdiction
have to be dismissed with prejudice (if without prejudice, then
some parts of speedy trial rules may be meanningless because
prosecutor can always re-file charges without violating double
jeopardy since a trial does not really start).
