Immigrant Entry Visa Exipred

I'm a US citizen and I applied for I 130 for my mom.
paid all necessary fees and submitted all necessary paper works.
got my I 130 petition approved.
The case has been approved from the NVC.
Entry Visa has been issued for her on 02/10/2010 ( valid for 6 month).
she never used her visa to enter the US within that 6 month due to health reasons and the visa has already expired.

Now .. What is the deal? is it possible that she can get the entry visa renewed at the consular or she has to start from scratch and go through the process of filling out another I 30 application.

She can get a new visa by requesting one at the consulate. She should provide evidence of what prevented her from traveling to the US.

Having said that, if she has serious health problems and isn't going to work in the US, maybe it's a bad idea to bring her to the US, considering the difficulty and expense of getting insurance for an unhealthy person.
